BYLAWS OF MUSKOGEE SOCCER CLUB (MSC)
A NON-PROFIT ORGANIZATION - 2008
ARTICLE I
Section 1: The name of this corporation shall be Muskogee Soccer Club, Inc.
Section 2: its principal office shall be located at Muskogee, State of Oklahoma
ARTICLE II
Section 1: Purpose. The purpose for which this club is formed is to further and promote the progressive development of the sport of soccer through organization, training and participation in soccer. To promote the progressive development of the sport of soccer through the establishment and development of children and adult program or programs respectively for children and adults. To secure sponsors for all classic and adult teams. To receive gifts, legacies and donations from any source whatsoever to be used solely to promote health, welfare and recreation of the general public through the organization of this club for the development of the sport of soccer.
ARTICLE III – MEMBERS
Section 1: A soccer team shall be admitted to membership in MSC upon written application to the acceptance by the board.
Section 2: The teams admitted to membership may be teams which are formed by the MSC or they may be independently formed teams.
Section 3: The membership of any team may be terminated at a special meeting called for that purpose by the concurrence of two-thirds of the eligible votes of the MSC board.
Section 4: A general member of the MSC shall be defined as any person having a child registered in the club or is a certified referee or is a coach of a MSC team.
ARTILCE IV – DIRECTORS
Section 1: The business and property of the corporation shall be managed by a Board of Directors/ Administrators. This board will consist of at minimum, a President, Vice-President, Secretary, Treasurer, Referee Director, Registrar and one Member at Large. Other positions allowed are, but not limited to Assistant Registrar, Safety and Risk Management Director, Coaching Director and Assistants, Events Director, Division Commissioners and Concessions Director. All board positions are elected positions by the body of the membership. Each board member shall be an adult member in good and regular standings. The Board of Directors may add additional positions as the demand dictates.
Section 2: The Board of Directors shall serve a maximum of 2 years in office. The directors are to be elected at the annual meeting of the corporation.
Section 3: Special meetings of the Board of Directors are to be held in the City of Muskogee. The meetings can be called by the President and in his absence by the Vice-President or by any 3 members of the board. By unanimous consent of the directors, special meetings of the board may be held without notice, at any time and place. Notice of all regular and special meetings, except those by unanimous consent shall be given at least 10 days prior to the set time and date for the meeting. All board members must be invited to attend the meeting.
Section 4: A quorum for the transaction of the business of any regular or special meeting of the Board of Directors shall consist of at least 4 members of the board.
Section 6: Vacancies in the Board of Directors may be filled by the remaining board members at any regular or special meeting.
Section 7: At each annual membership meeting, the Board of Directors shall submit a statement of the business done during the preceding year together with a report of the condition of its tangible property and of the general financial condition of MSC.
ARTICLE V – OFFICERS
Section 1: The officers of this corporation shall be a President, Vice-President, Secretary and a Treasurer who shall be elected for a term of 2 years and shall hold office until their successors are duly elected and qualified.
Section 2: No member shall permanently hold more than one office at a time and no member shall be eligible to succeed himself of herself more than once in any office except whereby approved by majority vote of the Board of Directors.
Section 3: No two members of the same household are allowed to participate on the Board of Directors in the capacity of dealing directly with the finances of the club at any time.
Section 4: All officers shall be elected by the Board of Directors and or the general membership of MSC.
Section 5: The President shall preside at all meetings of the corporation and shall be the general manager of the corporation. He or she shall appoint the representatives to the Green Country Soccer Association and shall appoint the members of all committees except the nominating committee.
Section 6: The Vice-President shall act in the absence of the President with the same power and authority and shall perform such other duties as may be assigned to him by the President.
Section 7: The Treasurer shall receive, disburse, and account for all transactions and funds of the corporation which shall be kept in a bank account designated by the board of directors. The Treasurer shall prepare monthly and annually for presentation at the month and or annual meeting an accounting of receipts and disbursements of the corporation during the preceding month or year. The Treasurer must communicate and receive approval from the President or Vice-President of any disbursements equating to more than $25.00 at any given time. The Treasure must maintain the financials at a current and accurate status’ and communicated to President any issues as they arise. When handling checks from the bank account, all checks require a dual signature from two of the three board members (President, Vice President and Treasure)
Section 8: At the regular meetings held in September, a nominating committee of three board members shall be elected by the membership. It shall be the duty of this committee to nominate candidates for the board of directors and their respective offices each director shall hold for the next term. The nominating committee shall notify the membership of its recommendations not less than 30 days prior to the annual meeting. Before the election at the annual meeting additional nominations from the floor shall be permitted.
Section 9: At any meeting called specifically for that purpose, any board member of the corporation shall be removed from office by a majority vote of all the eligible votes of the general membership. Any board member of the corporation may resign at any time by giving written notice of such resignation to the President or Secretary. If the offices of President or Secretary are vacated by resignation, the resignation may be submitted to the next senior board member. The acceptance of any such resignation shall not be necessary to make it effective.
Section 10: All board positions are a documented voting position with the exception of the Registrar. The Registrar’s vote is only put into record when the remaining board members votes have ended up as a tie. The registrar’s vote is then counted as the tie breaker.
ARTICLE VI – MEETINGS
Section 1: There shall be a general membership meeting for members at 7:30 p.m. on the second Tuesday of the months of March, August, September and December.
Section 2: The membership meeting in December shall be known as the Annual Meeting and shall be for the purpose of electing officers, receiving reports of officers and committees and for any other business that shall arise.
Section 3: Special membership meetings may be called by the President or shall be called upon request of 3 members of the board. The purpose of the meeting shall be stated in the call/ e-mail. At least 7 days notice shall be given to all board members.
Section 4: An eligible voter shall be any general member in attendance at a duly called meeting and shall be entitled one vote.
ARTICLE VII – COMMITTEES
Section 1: The MSC Rules Committee shall follow the rules of competition for the GCSA and revise as necessary. The MSC rules of competition shall be consistent with the rules and bylaws of the GCSA, OSA, USSF and FIFA. Except as modified by MSC.
Section 2: The Registration Committee shall record the registration of all MSC playing members.
Section 3: The Games Committee shall assure that all games and played in accordance with the GCSA rules of competition. This committee shall hear appeals of all MSC governed games.
Section 4: The Communications Committee shall be responsible for publicizing the MSC and for keeping the membership and the public informed of activities of the MCS.
Section 5: The Referee Director shall be responsible for recruiting, training, scheduling and supervision of all MCS referees and assisting in training of coaches. The Referee Director will be responsible to ensure a financial statement is turned in to the Treasure with the amounts paid to the referees on a weekly basis (beginning of the following week) and reimbursement can be made by the week ending of the same week.
Section 6: The Safety and Risk Management Director will ensure the fields; goals and practicing areas are maintained in a safe manner in accordance to promote the game of soccer.
Section 7: The Coaching Director will be responsible for recruiting, training and supervising all coaches associated with MSC as well as ensuring the coaches know the MSC and GCSA bylaws and the Rules of the Game. The Coaching Director will also be responsible to identify possible competitive coaching and player candidates.
ARTICLE VIII – PARLIAMENTARY AUTHORITY
The rules contained in the current edition of “Robert’s Rules of Order Newly Revised Edition” shall govern the MSC in all cases to which they are applicable and which they are not inconsistent with these bylaws and any special rules of order the MSC may adopt.
ARTICLE IX – AMENDMENT OF BYLAWS
These bylaws can be amended at any regular meeting of the membership by a majority vote, providing that the amendment has been submitted in writing at the previous regular meeting and is consistent with the GCSA bylaws and the governing Laws of the Game.
ARTICLE X – FISCAL YEAR
The fiscal year of MSC shall be from December 1 of any year to November 30 of the succeeding year.
ARTICLE XI – PLAYERS
Section 1: Purpose: The MSC believes that the sport of soccer is best promoted by maximum participation.
Section 2: Therefore, it is the policy of MSC that registered youth players shall be entitled to play at least one-half of each game scheduled for his or her team by the MSC.
Section 3: The coach of each team shall be responsible to scrupulously observe the intent on this policy of the club.
Section 4: In carrying out this policy, the coach of a team MAY restrict for one game a player’s right to play when during the preceding week the player failed to appear for the scheduled team workouts or was guilty of unsportsmanlike or violent conduct: such disciplinary action must brought to the Coaching Director and be noted on the game form prior to the scheduled game.
Section 5: A parent may for medical reasons place limitations on the time his or her child shall play in a game provided written notice is given to the coach. This restriction shall be a permanent note on the team’s game card.
Section 6: The MSC Games Committee shall be empowered to cancel the registration of any coach who is deemed by the Committee to have violated the spirit of this policy.
Section 7: A player who has left a game due to minor injury should be allowed to return to the game as soon as possible to play out his or her allotted time.
ARTICLE XII – REGISTRATION
Section 1: Individual registration fees must be paid at the time of enrollment. If the player is a new player, a copy of the original birth certificate must be provided prior to accepting the registration form and or money’s.
Section 2: Upon acceptance of the player application by a GCSA Registrar, a player may participate in practices and non-game activities if rosters have been issued back to MSC.
Section 3: Registration fees will be as follows: Under 8 fees are $50.00 per player, Under 10 and above fees are $65.00 per player. Coaches that have their own children playing will be discounted to $19.00 per player regardless of age bracket.
Section 4: Scholarships. Scholarships will be applied for by the parents. The Board of Directors will review and determine which children will be accepted as receiving a Scholarship. Even if a child is accepted as receiving a scholarship, the parents are responsible to pay the minimum fee of $19.00. Scholarships are limited to a specific percentage. Special arrangements and or discussions can be made on an individual basis by the board of directors.
Section 5: A player who is refused registration under (Section II-A-2) may register with the next nearest geographic club, if it will accept such a player.
Section 6: The MSC will not discriminate children based off of their geographical location or “Which side of the tracks they live on”. Registration is open to all eligible children wanting to play the game of soccer.
ARTICLE XIII – ELGIBILITY
Section 1: Definitions:
A. Youth Player – A youth player is one who on August 1 of the current seasonal year has not reached the age of nineteen (19). A player who reaches his nineteenth birthday on or after August 1 of the current seasonal year shall be allowed to compete the season.
B. Senior team – adult soccer, normally age 19 and over.
C. Seasonal year – begins on September 1 and ends on August 31.
Section 2: A youth player cannot participate in games sanctioned by GCSA unless his or her enrollment for the current season of the year has been on file with the GCSA Registration Committee for at least 72 hours.
Section 3: A player who is approved to play in an older age group will not be eligible to return to a younger age group but will be allowed to play with such older age group the remainder of the seasonal year.
ARTICLE XIV – PLACEMENT IN AGE CLASSIFICATIONS
Section 1: Players will be assigned to age classifications for each seasonal year as follows:
A. Under and 19 – not 19 years old before Aug. 1
B. Under age 16 – not 16 years old before Aug. 1
C. Under age 14 – not 14 years old before Aug. 1
D. Under age 12 – not 12 years old before Aug. 1
E. Under age 10 – not 10 years old before Aug. 1
F. Under age 8 – not 8 years old before Aug. 1
G. Under age 6 - not 6 years old before Aug. 1
a. Any players must have obtained the age of 5 years before august 1 of the current seasonal year.
Section 2: Any player may be required to prove his legal age to the Board of Directors of MSC, GCSA, or the club Games Committee.
ARTICLE XV – UNDER 6 and 8 TEAMS
Section 1: No goal keeper is used.
Section 2: Referees will be used when ever possible on under 8 and under 6 games as directed by the GCSA bylaws and guidelines.
ARTICLE XVI - TRANSFERS, PLAYING UP, PLAYING DOWN
Section 1: It is the intent of MSC that players should play in their own club area and on teams in their appropriate age classification.
Section 2: Transfers refer to geographic transfers from one club area to another.
A. Any player transferring between clubs must have approval of both clubs involved. Team assignment of the transferred players shall be the sole responsibility of the club with which the participant plays.
B. Team affiliation in a previous seasonal year shall not be basis for transfers. However, transfers to allow a player to complete a seasonal year with the same team shall be allowed.
C. Requests for exceptions and transfers must be made at initial registration.
Section 3: playing up refers to playing in an older age classification.
A. Playing up is to be discouraged because it works to the detriment of the individual player.
B. In no case shall a player play up more than one year.
C. Decisions on playing up requests will be made by the MSC Board of Directors.
Section 4: Playing down refers to playing in a younger age classification. Playing down will not be allowed for any reason.
ARTICLE XVII – TEAMS
Section 1: In order to ensure maximum amount of play, each team shall be limited as follows:
A. Under 6 teams shall be formed with a minimum of 3 players and a maximum or 6. 3 players on the field at a time. Substitution takes place at the quarter or injury.
B. Under 8 teams shall be formed with a minimum of 4 players and a maximum of 8. 4 players on the field at a time. Substitution takes place at the quarter or Injury.
C. Under 10 teams shall be formed with a minimum of 8 players and maximum of 12. 6 players on the field at a time, one of which is a goal keeper. Short sided FIFA laws apply.
D. Under 12 teams shall be formed with a minimum of 8 players and a maximum of 14. 7 players on the field at a time. FIFA Laws apply
E. Under 14 teams shall be formed with a minimum of 10 players and a maximum of 18. 11 players on the field at a time. FIFA Laws apply.
F. Under 16 teams shall be formed with a minimum of 10 players and a maximum of 18. 11 players on the field at a time. FIFA Laws apply.
G. Under 19 teams shall be formed with a minimum of 10 players and a maximum of 18. 11 players on the field at a time. FIFA Laws apply.
H. Competitive club teams shall be formed with a minimum of 14 players and a maximum of 18 players. Three Rivers Football Club manages the competitive aspect of the organization.
Section 2: GCSA accepts no late registrations and/ or transfers in the recreational leagues after 72 hours prior to the first scheduled date of GCSA play unless the team roster/ game form officially drops below the minimum required player count.
ARTICLE XVIII – TEAM MEMBERSHIP
Section 1: The placement of the players on teams shall be the responsibility of the Team Formation Committee.
A. The Team Formation Committee shall consist of 5 league commissioners and or board members and the club Registrar. It is solely the responsibility of this committee to form teams in accordance with the club’s Bylaws.
Section 2: Within MSC, each team will be assigned players based on available player positions on existing teams.
A. After the end of each season, a child may request to continue to play with his affiliated team or move to another provided the child meets the requirements outlined in the Bylaws. Once a player has unaffiliated himself with a team, there is no guarantee that the child can be place back on that team, unless the requirements of the team have not been filled.
B. In order to assure fair and equal competition and the maximum opportunity for each individual to play, all teams should start each season with the teams of approximately equal strength, number and age. It is the responsibility of MSC Team Formation Committee to insure that teams are competitively balanced and that no stacking, selection, or perpetuation of elite teams shall occur.
C. MSC shall assure that all teams of each age level are competitively balanced insofar as possible, therefore:
a. Efforts by coaches or others to place players on teams on the sole basis of players ability shall be prohibited.
b. Teams shall be reorganized at least as often as players move from one age group to another in order to assure competitive balance. As players move from one age group to another they shall be considered unaffiliated.
c. MSC, or in the event of its failure, the Games Committee of GCSA, shall disband the teams that have proved to constantly dominate play in their leagues.
d. A team that is dominate in their perspective division may have the option to pursue a more competitive division in place of disbanding the team. This is encouraged in most cases.
e. Team affiliation shall be basis to allow a player to complete his age group with the same team.
ARTICLE XIX - CONSOLIDATION AND DISSOLUTION
Section 1: Consolidation of two teams or more during a playing season because of lack of player participation requires approval from the GCSA Games Committee or MCS Games Committee, if in an interclub league.
Section 2: Each surviving team of a consolidation will complete the schedule of one of the original teams as determined by the Games Committee.
Section 3: The consolidated teams will be recognized on the original team basis at any time that registration of players makes it possible.
Section 4: Notice is to be given to the MSC registrar with 48 hours notice of decision to dissolve a team.
ARTICLE XX – SCHEDULES
Section 1: The MSC Games Committee is responsible for insuring that all teams are provided with a convenient schedule consisting of not less than 6 games.
Section 2: MSC may form their own leagues and schedule games for such leagues with the majority consent of the GCSA Games Committee.
Section 3: Neighboring leagues under 6 and 8 divisions may be invited to play home and away games with MSC as available.
Section 4: The GCSA Games Committee shall provide MSC with uniform scheduling forms (Got Soccer Web Site). This scheduling on line becomes the schedule established by GCSA for the under 10 and above divisions.
Section 5: The GCSA Games Committee shall decide the dates for the beginning and ending of each soccer season. All games played to determine league standings must be played within the allotted time span.
ARTICLE XXI – CANCELLATION, POSTPONEMENT, AND RESCHEDULING
Section 1: No game or games may be cancelled without both coaches and the league commissioner’s consent.
Section 2: Games can be postponed by MSC Head Referee or his designated representative and the club President when in their opinion the fields are unsuitable for play according to FIFA Law.
Section 3: Games may also be postponed by the consent of both coaches involved and their league commissioner provided sufficient advance notice (a minimum of 24 hours) is given to the Home field Referee Coordinator to contact the scheduled referee.
Section 4: All postponed games should be rescheduled by the involved coaches and the league commissioner at the earliest convenient date.
Section 5: The winning coach (or home team coach in case of a tie) will collect all game reports following the game, will notify the proper league commissioner within 48 hours of game results, and will provide the game reports to the proper league commissioner within 1 week.
Section 6: Each coach is responsible for ensuring that all MSC rules and rules of competition are compiled with by players and spectators and for discouraging discourtesy by players and spectators to referees, players, and others involved with the game.
Section 7: It is the responsibility of the home club to provide a suitable marked field which, in the opinion of the referee, complies with the requirements stated in the FIFA, MSC and GCSA Rules.
Section 8: In the event that no assigned referee appears for a game, it is the responsibility of the home team coach to select a referee suitable to both coaches.
Section 9: Each coach will be responsible for training and conditioning of his players and for conduct of practices as it applied to his or her team provided none of these rules are violated.
Section 10: Each coach will provide linesman agreeable to the referee when requested to do so by a referee.
ARTICLE XXII – OFFICIALS
Section 1: The Referee Unit shall be responsible for recruiting, training, scheduling, and supervising all MSC referees and for the training of coaches in the Laws of the Game.
Section 2: The referees shall form and supervise an organization of MSC referees known as the MSC Referees Unit. Members of that Unit shall elect their own officers and govern themselves.
Section 3: The Referee Director will furnish the MSC Board of Directors with a cost analysis of what the referee wages are for the area. MSC has the will to maintain the wages within area guidelines.
ARTICLE XXIII – RULES OF PLAY
GENERAL RULES
Section 1: Except as modified by the MSC rules of play, MSC soccer competition shall be governed by the FIFA Rules and interpretations then current as set forth in FIFA’s Laws of the Game Guide for Referees USSF.
EJECTION AND SUSPENSION
Section 1: Both coaches, assistant coaches and all players shall be subject to ejection by the referee for misconduct.
Section 2: A coach or player who is ejected shall leave the immediate area of the playing field before recommencement of the game.
Section 3: Refusal by an ejected coach or player to leave the area of the playing field within the time specified by the referee shall result in suspension of the coach or player and immediate termination of the game.
Section 4: A player or coach who is ejected shall be prohibited from participation in at least the next game his or her team plays. Additional punishment may be imposed as the appropriate governing Games Committee shall deem appropriate.
Section 5: The MSC Referee Unit is under no obligation to provide referees for games rescheduled by the coaches.
Section 6: If the game is postponed at scheduled game time, the referee will make a report on the game forms and file a report with MSC Area Referee.
ARTICLE XXIV – FORFEITURE
Section 1: If a team of at least 7 players fails to appear within 15 minutes after the scheduled game time, the Games Committee shall declare the game forfeit to the team present and with at least 7 players ready to play. The referee shall make a report on the game at that time.
Section 2: The referee may terminate a game in accordance with FIFA Law 5-D. In which case the disposition of the game will then be decided by the MSC Games Committee or the GCSA Games Committee if 2 clubs are involved.
Section 3: Any teams playing an ineligible player or a player not assigned to the team shall forfeit all games in which that player participated.
Section 4: The score of a forfeit game shall be recorded as 1-0.
ARTICLE XXX – PROTEST
Section 1: The MSC and GCSA Games Committee will consider a protest, only when the following requirements are met:
A. FIFA Law, MSC or GCSA rules must have been violated.
B. The outcome of the game (Win/Loss) must be affected.
Section 2: Protests considering the dimensions or conditions of the pitch, goals or other equipment must be noted on the game form before the start of the game in order to be considered by the MSC or GCSA Games Committee. Non-standard goal sizes shall be no basis for a protest when the field in question has been designated a game field for that league by the governing Games Committee.
Section 3: The procedure for filing a protest is as follows:
A. The protesting coach must note his or her intention to protest on his or her game form before the referee signs it.
B. He or she must deliver his or her game form and a $50.00 check payable to MSC for interclub protests. For appeals or if 2 different clubs, the check will be made out to GCSA and delivered to the League Commissioner for the GCSA Games Committee Chairman or the governing Club Games Committee Chairman before midnight the following day.
C. If the protest meets the requirements as outlined previously, the League Commissioner is to notify (Verbally) the MSC Games Committee Chairman and or the GCSA appeals protest Committee Chairman, the opposing coach, and the Referees Unit Chairman.
D. A hearing will be held by the MSC Games Committee or the GCSA Appeals and Protest Committee within 3 days following the game.
E. Both coaches and referee must be invited to the hearing. If either team is not represented, the MSC Games Committee or the GCSA Appeals and Protest Committee will decide the matter based on the attending team and or the referee’s report.
F. The MSC Games Committee or the GCSA Appeals and Protest Committee may uphold the game result, altar a game result by declaring a forfeit or cause the game to be replayed. These are the only options.
G. A verbal decision will be given at the hearing followed by written confirmation within 7 days of the hearing. The Referee Unit, Coaches Unit and the GCSA Board will receive a copy of the decision. The Appeals and Protest Committee may recommend further action by these units but such a recommendation is not binding.
H. The GCSA Appeals and Protest Committee may hear a protest involving teams from only one member club only if that member club refuses to render a decision on the matter within the time frame specified.
I. All decisions of the GCSA Appeals and Protest Committee shall be appealable only to the GCSA membership pursuant to Section 3, Article 5 of the GCSA Bylaw or director to the Oklahoma Soccer Association.
ARTICLE XXXI – COACHES
Section 1: Selection and registration
A. MSC will select coaches for all its teams and will have final authority over and responsibility for selection, dismissal and enforcement of rules applying to coaches except that a coach may be suspended by the GCSA for disciplinary reasons.
B. All MSC coaches and volunteers must pass a back ground check performed by GCSA.
C. Methods of selecting coaches will be determined by MSC and the Coaching Director.
D. Each coach must be registered with GCSA.
E. A coach is considered registered with GCSA when the on-line registration has been completed through www.gotsoccer.com. GCSA cannot refuse to register a coach selected by MSC that passes the back ground check unless the coach has been suspended by GCSA or and GCSA Club.
F. A coach suspended by GCSA or a GCSA Club may not coach any team in the GCSA for the period of his or her suspension.
G. Each club must submit a list of coaches to GCSA prior to the start of each season. A new list or revision to the list may be submitted at any time.
Section 2: Responsibilities and Duties
A. Each coach will attend a coaching clinic based off of the age group being coached.
B. Each coach will assure that all players on his or her team are properly registered with GCSA.
C. Coaches are responsible for maintaining order and respect for the authority of the referee and linesmen during the game.
D. Each coach will complete a game report which will include a record of substitutions when applicable.
E. Each coach will sign his or her game report and that of the opposing coach following the game.
F. The term of suspension of a coach or player shall be determined by the appropriate governing Games Committee.
G. A coach, assistant coach or player who intentionally strikes a referee shall be prohibited from all future participation in GCSA competition.
ARTICLE XXXII - CONTRACT WITH MPRD
Section 1: MSC will maintain a contract with the City of Muskogee Parks and Recreational Department. MPRD will maintain the fields which are stipulated in the “Love-Hatbox Facilities Use Agreement”. MSC will have first right to the utilization of the soccer complex which will be considered MSC “Home Fields”. MSC will be responsible to pay the MPRD $5.00 per game per season for the utilization of the Love-Hatbox Soccer Facility.
ARTICLE XXXIII – ADDITIONAL LEAGUE PLAY
Section 1: Additional leagues may fall under the MSC “Banner” and utilize the fields as determined by the MSC Board of Directors as long as the costs associated with the field maintenance is shared and the agreement of $2.00 per player is paid to MPRD.
ARTICLE XXXIV – COMPETITIVE BRANCH
Section 1: The MSC reserves the right to establish a “Competitive Branch” within its own organization. The Board of Directors will have the right to implement a competitive division with a majority vote of the Board of Directors. This Competitive Branch will be governed by its own Board of elected Directors and will work hand in hand with the recreational aspect of MSC to develop recreational players for the competitive branch.
ARTICLE XXXV - NON-PROFIT STATUS – DISSOLUTION
This corporation is not organized for pecuniary profit, nor shall it have any power to issue certificates of stock or declare dividends and no part of its net earnings shall inure to the benefit of any member, director or individual. The balance, if any of all money received by the corporation from it’s operation, after payment in full of all debts and obligations of the corporation of whatsoever kind and nature, shall be used and distributed exclusively for carrying out only the purpose of purposes of the corporation as more particularly set forth herein above.
Upon the dissolution of the corporation, the Board of Trustees shall, after paying or making provisions for the payment of all of the assets of the corporation in such manner, or to such organization or organizations organized and operated exclusively for charitable or educational purposes as shall at the time qualify as a exempt organization or organizations under Section 501 (C-3) of the Internal Revenue Law, as the Board of Trustees shall determine. Any of such assets not disposed of shall be disposed of by the District Court of the county in which the principle office of the corporation is then locate, exclusively for such purposes or to such organization or organizations, as said court shall determine, which are organized and operated exclusively for such purposes, provided further that in no event shall any of the corporations assets or property, in the event of it’s dissolution, go or be distributed to any trustee, member or individual, either for the reimbursement or any sums subscribed, donated or contributed by such trustee, member or individual, or for any other purpose.
ARTICLE XXXVI - MISCELLANEOUS
Section 1: Dues and fees shall be set by the board of directors and may be modified prior to the start of any given registration.
Section 2: League Commissioners cannot be a coach nor have a child playing in the division he or she resides over.

MSC has an Emergency Action Plan
If siren sounds (Located at the water park) fields are to be cleared regardless of matches underway. For games, the referee is to wait 15 to 20 minutes to see if the storm passes before restarting the match.
