This Policy is not to be deviated from at any time.
A copy of this policy is to be maintained in the concession stand at all times for reference purposes.
The City of Muskogee Parks and Recreation will receive a copy of this policy along with the MSC bylaws.
Concession Stand and Restrooms
- In case of an emergency such as fire, bomb threat, gas leak, earthquake, etc., MSC volunteers will evacuate the building.
- Each Volunteer should report directly to their designated Emergency Response Team Leader.
- Each Board Member should check with the Team Leader assigned to their meeting area to ensure the area is cleared.
- In a storm related emergency such as a Tornado, all personnel should immediately gather in an interior area of the building (Designated Tornado Shelter if possible), away from exterior walls if possible, and away from glass window panes. Bathrooms are usually acceptable.
Soccer Fields
- In case of an emergency such as fire, bomb threat, gas leak, earthquake, etc., all parents, players, officials will evacuate the area exiting through the main exit.
- Each volunteer should report directly to their designated Emergency Response Team Leader.
- Each Board Member should check with the Team Leader assigned to their safety area to ensure the area is cleared.
- In a storm related emergency such as a Tornado, all personnel should immediately gather in an interior area of the building (Designated Tornado shelter if possible) , away from exterior walls if possible, and away from glass window panes. Bathrooms are usually acceptable.
EMERGENCY RESPONSE TEAM
TEAM LEADERS:
MSC Board Members are the designated MSC Board Emergency Response Team Leaders. The Referee and Coaches are the designated Team Leaders for the field they are utilizing.
Team Leaders shall receive a copy of the "Emergency Action Plan".
Team Leaders will receive instructions from the MSC Board Emergency Response Team on any specific duties they would be required to perform during emergency situations.
Team Leaders will be responsible to ensure their specific field is evacuated.
Responsibilities:
In the event of an emergency each Team Leader's primary responsibility will be to ensure the fields are evacuated. They will immediately provide MSC Board Emergency Response Team with any issues they have encountered.
MSC Board Emergency Response Team will coordinate with Emergency Services (i.e., Police Dept., Fire Dept., or Rescue Squad the status of evacuation.
In the event of emergency, leaders, in the absence of MSC Board Members, shall make the initial call to the fire or police departments, then call the managers.
EMERGENCY ACTION PLAN
"FIRE"
In case of fire the following steps should be taken:
- Cut off the main Gas and Electrical supply to building.
- Evacuate building and meet at the nearest safety area.
- Account for all building occupants immediately.
- The fire Department does not recommend personnel to fight the fire. Evacuation is the priority.
IMPORTANT: REMAIN CALM!
DO NOT ATTEMPT TO FIGHT FIRE
"TORNADO"
Once a Tornado warning Siren is in effect, (this generally means that the Tornado is in the area) the following steps should be taken:
- Set up Team Leaders to watch for Tornado.
- Once the Tornado has been sighted, Team Members must cut off the main Gas and Electrical supply to the building.
- Instruct everyone to gather at the designated safety area (Tornado Shelter) for Tornado emergency. (Interior room or hallway away from windowpanes and exterior walls)
"EARTHQUAKE"
There's no real advanced warning of when an Earthquake will occur, therefore, upon feeling the shocks of an Earthquake; the following steps should be taken:
- Cut off the main Gas and Electrical supply to the building once the shocks stop.
- Evacuate all occupants to the nearest safety area, away from building walls. Keep enough distance from outside objects that may fall such as street posts, signs, etc.
- Team Leaders must immediately account for all building occupants.
"GAS LEAK"
Once a gas leak is detected, the following steps should be taken:
- Cut off the main Gas and Electrical supply to the building.
- Evacuate the building and gather at the nearest safety area outside.
- DO NOT operate any equipment that can set off a spark.
- Team Leaders must immediately account for all building occupants.
"BOMB THREAT"
If a bomb threat is received via a phone call, the following steps are recommended:
- Person receiving the phone call must attempt to listen, word for word, the message. (Try to listen to background noises or unusual sounds)
- It is imperative to remain as calm as possible and immediately notify someone in charge.
- Person in charge must call 911 immediately.
- DO NOT use radios and shut off all electronic equipment, such as beepers, CB's, computers, etc.
- Calmly evacuate the building and soccer fields.
- Watch for but DO NOT TOUCH any article or device that seems unusual or strange.
- Team Leaders and MSC Board Members must account for all occupants.
If bomb threat is received by mail:
1. Follow the same steps as outlined above, however, have a minimal number of people handle the note, letter, or envelope. There may be finger prints that would help the police in their investigation.
IMPORTANT: REMAIN CALM!
"DERANGED PLAYER, COACH, PARENT OR VISITOR"
Whether the person is armed or not, or whether it's a hostage situation or not, the following steps must be taken:
- If the opportunity presents itself, call 911 immediately.
- Keep calm. Talk to and cooperate with the individual.
- If possible, find someone on your staff who can speak well, with a good tone of voice that can be a good negotiator to try and keep the individual calm as well as himself or herself.
IMPORTANT: "DO NOT PANIC"!
"DRUGS AND/ OR WEAPONS ON PROPERTY"
If drugs or weapons are found on company property the following steps must be taken:
- DO NOT TOUCH
- Call 911 immediately.
- Team Member in charge must remain with the evidence until police arrive.
"EMPLOYEE/ VISITOR A CCIDENT OR ILLNESS"
In the event of an accident of a serious nature the following steps must be taken:
- Call 911 immediately.
- DO NOT attempt to move the injured person.
- Apply pressure to stop bleeding in an open wound situation.
- Have someone with First Aid experience present until Paramedics arrive.
In the event of a serious illness such as heart attack, epileptic attack, etc. immediately call 911 and immediately have someone with First Aid experience assist until Paramedics arrive.
It is important to provide Managers and/ or Team Leaders with First Aid Training.
"LOST OR FOUND CHILD(REN)"
In the event of a child is separated from their parents, bring the child to the Concessions stand.
Ensure an adult stays with the child. Keep the child calm.
Attempt to get a description of the parents, siblings and or age of the sibling. An additional Board Member is to be dispatched to go to each field and ask the adults if they are missing a child. Once the parent is found, escort the parent to the concession stand to identify their child. If a parent cannot be found and every aspect of finding the parent has been exhausted, Muskogee Police Department is to be notified. More than one Board Member/ parent is to stay with the child until the police department has some form of resolution.
In the event of a child is missing, Keep the parent calm. Team Members are to notify the concession stand of the missing child immediately so the concession stand staff can keep a lookout for a child that may come up to them. The parent is to be escorted around the soccer fields to look for their child. This process is to take no longer than 5 minutes. Once the search has been completed, Muskogee Police Department is to be notified immediately! The gates to exit the soccer complex are to be secured by a MSC Board Member or local law enforcement and no one is allowed to leave until the local enforcement releases them or the child is located.
